I went to the dojo in New Haven to and got 40hiding skill and accepted the hiding quest. I was already at 700 max skill and had some skills selected to drop. After 40mins I still was not gaining at all, but my skills were dropping and I was gaining dexterity, so my total skill points went from 700 to 699.
Went I quit the quest I gained again.
Started the quest a second time and stopped gaining.
Quit the quest and gained again.
So activating the quest prevents gains rather than accelerating them
